He deserves it for sure for his contribution to the country BUT ought his special treatment be at the sole discretion of the particular ministry when many others have to wait for years and years?
Transparency is important in making executive (or judiciary for that matter) decisions. State that contributions to the country shall be considered as a FACTOR in deciding the issuance of PR status. Can you check whether there is such a policy that contribution to Malaysia shall be a factor in deciding one's application for PR status?
